If you were born in NYC and you planning to use your birth certificate abroad, than apostille/legalization is required.
In order to obtain an apostille/authentication certified copy of birth certificate is required along with a letter of exemplification. You will have to contact New York City Department of Health.
Short form of the birth certificate can not be used legalization.
